Features of Universal Pension:

In the universal pension scheme, a beneficiary between 18 to 50 years of age will enjoy lifetime pension up to the age of 60 years and a beneficiary above 50 years of age will enjoy pension benefits for a minimum of 10 years. Any Bangladeshi workers working or staying abroad can also participate in this scheme.

In case of death before attaining the age of 75 years while on pension, the nominee of the pensioner will be entitled to pension for the remaining period of attaining the age of 75 years.

If the subscriber dies before paying the subscription for at least 10 years, the deposit will be returned to his nominee along with the profit.

The subscriber can withdraw up to 50 percent of his deposit as loan.

The contributions earmarked for pension are treated as investment and are eligible for tax concession and the monthly pension amount is exempt from income tax.

In case of citizens below the minimum age limit or indigent contributors, a portion of the monthly contribution to the pension fund will be paid by the government as grant.

For now: Officers/Employees working in Government and Autonomous Institutions will be excluded from the coverage of Universal Pension. But gradually they will be brought under this system.

There is scope to change the contribution rate and scheme after joining the public pension scheme.

The monthly amount of pension will be determined on the basis of the return attainable by investing the contributions paid to the pensioners in the highest safe and profitable sector under investment rules.

Schemes of public pension: (a) Migration, (b) Progression, (c) Protection and (d) Equality.

(a) Expatriation (For Expatriate Bangladeshi Citizens): Any Bangladeshi citizen working or residing abroad can participate in this scheme by paying the prescribed rate of contribution subject to payment in foreign currency as per his intention. After returning home from abroad, one can change the scheme if necessary by paying the equivalent amount in local currency. On completion of pension scheme pensioner will get pension in local currency. The monthly subscription amount in this scheme is Rs.2000/-, Rs.5000/-, Rs.7500/- and Rs.10000/-. Expatriate Bangladeshis can also open a pension scheme (suraksha) in the name of their family members (father, mother, brother, sister, husband or wife) residing in the country and make monthly contributions.


(b) Progress (For Officers/Employees of Privately Owned Institutions): Individuals/Employees working in privately owned institutions or the owner of the said institution can participate in this scheme by paying the prescribed rate of contribution. 50% of the scheme contribution will be paid by the employees and the remaining 50% by the organization in case of participation of the employees in this scheme by any organization. In this case, the relevant company registration should be completed by easily following the company registration process in the upension system. Then the officers/employees will register in the said company. Even if a private organization does not participate in the public pension scheme institutionally, any employee working in the said private organization will have the opportunity to participate in this scheme on his own initiative. The monthly subscription amount in this scheme is Rs.2000/-, Rs.3000/-, Rs.5000/- and Rs.10000/-.


(c) Protection (for Self-Employed Citizens): All individuals engaged in informal activities including farmers, rickshaw pullers, laborers, blacksmiths, potters, fishermen, weavers, working in the informal sector or engaged in self-employment can participate in this scheme by paying the prescribed rate of contribution. The monthly subscription amount in this scheme is Rs.1000/-, 2000/-, 3000/- and 5000/-.


(d) Equality (for Self Employed Very Poor Citizens): Low income persons living below the poverty line based on the income limit published by the Bangladesh Bureau of Statistics, from time to time [whose current income limit is below Taka 60 (sixty) thousand per annum, but with the support of annual income No need to submit any proof] can participate in this scheme by paying contribution at the rates mentioned in the schedule. The monthly subscription amount in this scheme is Rs.1000/-, of which Rs.500/- will be paid by the subscriber and the remaining Rs.500/- will be given as grant by the government.
